the article refers to FCC 99-450, residential telecommunications cabling standards
the mandate, although unenforceable by the FCC, can be enforced by home buyers, by making builders liable for utilizing outdated wiring schemes and cable

The consumer can enforce the new requirement by prosecuting claims against builders and contractors that have installed inferior wiring in construction performed after July 24, 2000.
